It is called "The Datacenter Needs an Operating System" and can be found here: http://www.cs.berkeley.edu/~matei/papers/2011/hotcloud_datacenter_os.pdf It argues that we need to develop a full-fledged operating system for the cloud and sketches a path to this goal.
